Virginia: Medical Malpractice – a Doctor’s Fraud

In Federal Court on August 14, 2015, Dr. Okon Umana was sentenced to 2 years in prison and ordered to repay the United States almost $6,500,000.00 in restitution and to forfeit an additional $6,500,000.00 for his role in a $13,000,000.00+ health care fraud scheme against Medicare and Medicaid.  Dr. Umana was medical director of Cropsey Medical Care PLLC, which submitted claims for “a wide variety of fraudulent medical services and procedures, including physician office visits, physical therapy and diagnostic tests;”  whose healthcare provider number was used to bill Medicare and Medicaid for services provided by a physician’s assistant without supervision by Dr. Umana or any other medical doctor.  See, 8/14/15 FBI New York Field Office Press Release.

The Umana/Crosey case is investigated by the FBI and brought by the Medicare Fraud Strike Force.  “Since its inception in March 2007, the Medicare Fraud Strike Force…has charged over 2,300 defendants who collectively have billed the Medicare program for over $7 billion.” Id.
