Car crash statistics of Virginia’s Department of Motor Cars (“DMV”) for 2016 and 2017 showed markedly different trends in James City County, York County, and Williamsburg. In James City County during 2016-2017, there was an increase in crashes, a greater percentage increase in injuries, and an even greater percentage increase in fatalities (with wrongful deaths correlating positively with non-use of restraints and with use of alcohol and/or with speeding). However, in York County during the same period, there were more crashes and injuries, yet significantly fewer deaths (with wrongful deaths correlating positively with alcohol usage, neutrally with speeding, and negatively with non-use of restraints). Moreover, in Williamsburg, crashes and injuries declined and there were no deaths – indeed, there has not been a fatal vehicular accident in Williamsburg since 2011, likely due in significant part to the locality being very small, its speed limits being very low, and its many (student) residents not having a vehicle.
